Competence in property claims

There can be little doubt today that those engaged in the national response to wide area flooding need to improve specific competence.
The question must now be, who must make the biggest steps in developing skills and more importantly proving them?
On a scale orf 1 to 10 with 10 being best how would you rate the competence of the following trades engaged in flood restoration which may alert them to the urgency.
Claim manangers
Loss adjusters
Builders
Restoration contractors
Loss assessors
Jef Charlton
Devils Advocate
